Chester Street Noise

I would like to discuss the current noise which is coming from the cell site unit as well as the location of the unit on the Chester Street water tower property.
From a previous email dated 5/3/09, Lara Bold, Chief Planner in the Division of Planning and Regulatory Services indicated that you agreed to send an inspector to the site to measure the noise with respect to Worcester's Zoning Ordinance regulations. I have not received the results from this inspection.
After reviewing public records of this cell site, due to the annoyance of the continuous noise that the base transmitter gives off, it appears that the current location of the Base Transmitter system, needs to be at a location of 150 feet from the property line which it clearly is not and I am very concerned about this.
Also, based on the Massachusetts Department of Environmental Protection Criteria, noise from the equipment should not increase existing noise levels by more than 10 dBA and should not produce a pure tone condition. A pure tone condition exists.
Please review the first attachment which shows my concerns highlighted. In addition the second attachment shows that the nearest property on this proposal from 1999, is the home on Chester Street. It shows that it is 157 feet from the "proposed" site of the unit which should have been built under the water tower, however, the cell site was placed in the back corner. (Which is significantly less than the required distance from a property line).
With all documentation on file with the City of Worcester of the proposed WinterHeights Development (built in 2000), I am concerned that the base transmitter unit that was built in 2003, is in a location that was not approved. In addition the noise requirement does not meet the Mass. Dept. of Environmental Protection criteria as well as not following the footage requirement for distance from a residential property line.
